New message notification icon and popups

In jucy 0.84 and 0.85 the tab icon don't change from green circle to letter icon if the new message is write by an op.
In mainchat or pm is the same and this happens even for popups
For user message everything works properly

this should be longer like this ...

when ever Jucy gets a message it tries to distinguish if the message is from a bot or an operator.

In NMDC hubs an operator without Slots and nothing shared is considered to be a bot -> no message notification given for such messages.

this is just not a bug.. its a feature...

Its about not to post message notifications just because some hubbot gives stupid spam in the mainchat..

As soon as an operator has a slot open / is shareing something ... it will be clear that he is not a bot.
